This law establishes the Generalitat's exclusive competence in the field of statistics granted through article 9.33 of the Statute of Autonomy. It defines the statistical system in Catalonia and provides the mechanisms for adapting it to changes that will take place in upcoming years. It establishes a system of technical review that ensures the reliability and validity of all official statistical projects. It incorporates and updates the provisions referring to the Statistical Institute of Catalonia (Idescat).
This law regulates and plans statistics that are of interest to the Generalitat for the four-year period from 2006–2009, establishing the main strategic areas and goals and the activities associated with them, which must be undertaken in the annual programmes on statistical actions, as well as the main criteria to be borne in mind when executing them.
This order directs work to start on developing the draft law for the 2005-2008 Statistical Plan of Catalonia, with the execution of procedures approved by the Governing Board of the Statistical Institute of Catalonia, in order to include proposals for statistical activities from the bodies making up the statistical system of Catalonia in the above-mentioned draft law for the Statistical Plan of Catalonia, in the terms established in Law 23/1998, dated 30 December 1998, on statistics in Catalonia.
The 2008 Annual Programme of Statistical Actions sets up and precisely describes the statistics of interest to the Generalitat that must be performed throughout this year in the form of actions. The decree of the Annual Programme is bacled by the general provisions of the Statistical Law of Catalonia and includes the new features of the Law on the 2006–2009 Statistical Plan of Catalonia, as well as the calendars of availability of the statistical results, the estimates of direct costs of each action scheduled and the formalisation of the cooperation agreements when two or more bodies are in charge of performing the statistical action.
This decree updates the organisation and functioning of the Statistical Institute of Catalonia (Idescat), adapting to the new challenges and objectives that substitute, in a new up-to-date text, Decree 341/1989, dated 11 December 1989, on the creation of Idescat, and Decree 173/1994, dated 14 June 1994, which approved the regulations on Idescat's internal regimen, in addition to the sixth additional provision of Decree 127/2000, dated 3 April 2000, on the organisation of the Department of Universities, Research and the Information Society.

This order updates and completes the lists of codes from the previous codification system established by the order dating 25th February 1993, in order to be able to identify them for statistical purposes, and it adapts the new codification system to the changes in entities introduced by Law 57/2003 on measures to modernise local government, thus ensuring a harmonised system oriented towards the needs of official statistical activities.
